Abstract: This research titled National Pact for Literacy in the Right Age (PNAIC): a practice with students retained in the 3rd year of elementary school in a school in the municipality of Parintins, arose during the participation of the Institutional Program of Initiatives to Teaching (PIBID) where we observed students retained for more than a year at the end of the literacy cycle. Due to the research the main objective was to analyze the practices developed by the teachers in the 3rd year of Elementary School. With the specific objectives of understanding the importance of PNAIC in continuing teacher education to guide their practices with students retained more than once at the end of the literacy cycle, it is important to identify the strategies that teachers use to improve the teaching and learning of students retained in the 3rd year of elementary school, and to verify the causes of the retention of these students in the last year of literacy from the perspective of the school, family and students. The main authors who supported this study were: Blacksmith (1999), who brings us the pre-syllabic, syllabic, syllabic, alphabetic and alphabetic hypotheses. It is fundamental that the teachers who work in literacy know the construction that the child makes on the writing system alphabetical Soares (2017) discusses literacy in a literacy perspective as a process to be developed in teacher's pedagogical practices. Morin (2007), in describing the children says that through the symbols she is discovering the use of writing and thus perfecting her skills. Morais (2012) makes a relation to situate the child as a subject who needs a mediator to contextualize his experiences with the world that surrounds him so that he understands the written cultural objects. In order to guide the methodological course, we use Chizzott (2010) as part of the qualitative nature of which there is an inseparable dynamics between the subject and the object, as a method of approach the phenomenological one discussed by (FAZENDA 2010), the techniques used in the research for data collection were interview, semi-open questionnaire and observation (FONSECA 2008).The research revealed that there is a difficulty on the part of the teachers in the literacy of the students that comes from a process of failure, also the lack of knowledge of the parents in relation to the methods of literacy has aggravated the learning of the students for not knowing how it gives him with the children are presented during schooling, and in the face of this, those students who are retained in the third year of elementary school have suffered and discouraged themselves from constantly failing, and due to these situations it is important to understand that these students like others, also tries to learn, that being in a learning process different from other students does not mean that they do not want to become literate. Failure has discouraged and destroyed hope and ability to learn to read and write, because it is childhood that is being destroyed every day by not respecting its particularities in the learning process in the literacy cycle.
